Bug Description

Due to Bug #820290 in Storm, BugHeatUpdater updates all outdated bugs in a single transaction rather than batching the updates as expected.

So far, this has worked on production because garbo-hourly.py has been running regularly. It just broke staging though, as the garbo job had not run for a few days and the backlog of outdated bugs had reached nearly half a million.
