Bug Description

I am not sure if we are still maintaining this module (quantum/cli.py). If we are, then currently this is broken since it sends param name as "network-name", where as the API framework looks for the param name "net-name".

Solution: Changing "network-name" to "net-name" in cli.py will fix this.

Edgar Magana (eperdomo) first noticed the issue.
