"Report a problem..." menu option is broken

Bug Description
Clicking the "Report a Problem..." menu option under "Help" does nothing.
When running it from command line, this Traceback is produced:

This bug happens if testdrive-gtk is installed but the testdrive metapackage is not installed. Changing the LPI package to testdrive-gtk fixes this.
