base-files: /etc/update-motd.d/* should be conffiles

Bug Description

base-files (5.0.0ubuntu20.10.04.4) installs the following files in /etc:

  /etc/update-motd.d/00-header
  /etc/update-motd.d/10-help-text
  /etc/update-motd.d/99-footer

but it does not list them as conffiles, so upgrades to base-files clobber any local changes (e.g. I tend to comment out the help text on servers where I offer my own documentation).

Please add these to debian/conffiles.

The same may apply to /etc/legal, unless this has been intentionally omitted.
