Easy way to request packages

Bug Description

Malone should have an easy interface for allowing people to request packages for Ubuntu (or distro X).
Key points:
1. It shouldn't look like a bug tracker.
2. it should be tied into the DOAP system, so when a user enters a program and possibly a homepage, it looks for already filed reports.
3. It should report if it finds a dup report or the program already exists, AFTER the user clicks the button. (In other words, make the computer do the hard work; this is a key failing of bugzilla.)
4. If it finds the program, verify that it is the current program and show the user how to install it.
5. [WISHLIST] If the program is not currently packaged, it should suggest similar programs. (This should be tied into the FindingPackages spec)
6. On the backend, the bug should be reported to possibly a new category of bug, called Requested Program, and kept out of the default bug listing, or maybe listed at the end.
7. When someone requests a package that has already been requested, a counter gets incremented by one, thus having voting of a sort (I don't know if we should let people vote on what packages they want in Ubuntu).

I don't fully understand what you're requesting here.

When you say "allowing people to request packages for Ubuntu (or distro X)", do you mean that they're requesting for this package to be built for, and installable in, Ubuntu? Or do you mean that it's already installable in Ubuntu, and you're requesting being able to file bugs on it in Malone?

I don't see the former functionality as having anything to do with a bug tracker. It's not impossible that the latter may make sense in some scenarios, but I have to confirm with other people who know more about how package names are brought into Launchpad to be sure.

I am requesting the former. Something similar to WNPP on Debian. What this would allow is for people who might be looking for a project to see what the community might want.

I think this should be coordinated with the distribution/MOTU teams, because I'm sure they have their own procedures for new packages.

They do, but it is currently a wiki page, which is quite clunky. They are happy to change to any method that LP offers.

This should be a Launchpad specification, not a bug report. If this feature is still needed, please add a spec for it, and note it in this bug.

MOTU now uses preloading of a "needs-packaging" tag to handle package requests. (see bug #79671) Does that satisfy this bug?

As per discussions with the MOTU, closing this bug as the new workflow at https://wiki.ubuntu.com/MOTU/Packages/Candidates seems to be working.
