Plank is working but it's not visible + flashing icons

Bug Description
I'm plank user from the day Elelementary OS Jupiter was launcher and I like "less is more" approach. From the last update few days back Plank is misbehaving for the first time.
It it working but it's not showing. One can see the bubble describing app icon beneath the mouse pointer but that is all one can see. You can exit the Plank using bubble menu and restart it and for a while everything will be good but then for no apparent reason it goes to "stealth" mode.
Also for the first time I noticed that some icons are flashing and some icons are "jumping" in their place on the plank for no apparent reason. App is active but not having any alert or other communication with user and the icon just went mad starting to flash and/or jumping up and down.
I have never had any problems with my PC running Jupiter and with Plank.

happens to me, too. it is annoying.
and dock items jumping around randomly every now and then. (even if the program isn't running.)
