Can't rename a private team, can't make it unprivate it to rename it, the only winning move is SQL

Bug Description

I have a private team in Launchpad that is only used for access control purposes for a private wiki; it uses none of the functionality in Launchpad (PPAs, code, etc.)

I'm a muppet and managed to typo the name of the private team and was asked to fix it. When I tried I got told I couldn't rename a private team (with no hint/link as to why not). I then tried to make the team public temporarily but got told that I couldn't make a private team public (again with no hint/link as to why not).

I ended up resorting to SQL (rubberstamped by Rob Collins).

I think we want to remove the restriction on renaming a private team. The existing restrictions for ppas and mailing lists are legitimate, and should be the only reason blocking a rename.
