Bug Description

send-person-notifications.py (personnotification is the DB user) sometimes needs SELECT on account, or it crashes with http://launchpadlibrarian.net/72647491/mungRC7dVbzUVLqeoqzmpIUINEh.txt. There was a single unsent notification at the time: https://pastebin.canonical.com/47941/

This is a regression vs the in-appserver code paths which had such permission implicitly.
