Bug Description

database/schema/preflight.py is being too strict and bitching about connections to the SSO database when run on production.

The database deploy preflight check should ignore connections to databases that do not subscribe to the replication sets being modified. These connections do not affect Launchpad rollouts.

Manual tests on production indicate is is doing the right thing.
