nih_watch_handle() does not handle file watches correctly

Bug Description

nih_watch_handle() currently assumes every watch relates to a directory watch. If a file watch is specified, nih_watch_handle() attaches a trailing slash to make it into an (invalid) directory path.

This bug was fixed in the package libnih - 1.0.3-4ubuntu16
