Bug Description
When someone who is not a user of lp tries to post to an lp mailing list, lp silently drops their mail on the floor - no NDR is sent, and this behaviour is not documented. This confused users and leads to community confusion and frustration.
The reasons for this are discussed more in bug 772000, but the heart of the matter is dealing with spam and not causing huge amount of spam backscatter (which NDRs can do).
We need to document this behaviour clearly and in an easy-to-find-way for folk setting up mailing lists.

Would it be sufficient to add another bullet point to the +mailinglist page (e.g. https:/ /qastaging. launchpad. net/~oops- tools-dev/ +mailinglist) saying something like: "Non-Launchpad users won't be able to post to this list. Launchpad doesn't send non-delivery receipts to non-LP users if they try to post to this mailing list."?
