[panel] Window controls for a maximized window are present on all panels

Bug Description
(originally reported by Jani Monoses in comments #7 and #8 of bug #757652)
In a multi-monitor setup, when the active window is maximized, the window controls (close, minimize, maximize) are displayed in all the panels. They should be present only in the panel that is on the same screen where the window is maximized.
