doc should be moved into main

Bug Description

The Texinfo doc is currently texinfo-doc-nonfree. It's in
universe, not multiverse as it should be if it really was
non-free -- which it isn't except in Debian's world-view.
It should be in main, built from the texinfo source
package.

One possible compromise would be for texinfo to Recommend texinfo-doc-nonfree. The naming of texinfo-doc-nonfree is rather misleading, though -- it should be called texinfo-doc-nondfsg.

I think it doesn't need a compromise, just undoing Debian damage as
for other packages with FDL doc. It looks as though texinfo just got
missed somehow. (The only other ...-doc-nonfree package is for tetex
but I haven't checked what the licence(s) are for that as I don't have
it installed.)

GFDL'd documents with invariant sections and/or cover texts are fine for main/universe. texinfo is in main, and it's documentation belongs there too.
