Assistive technologies need other packages

Bug Description

The Assistive technologies applet needs the gok and gnopernicus packages
installing in order to be of any use (Or so the applet says)

It suggests installing the other packages so that you can turn them on, but the
"Enable Assistive Technologies" checkbox is pretty important on its own. I tried
using TryExec fields in the .desktop file to make it only appear with either gok
or gnopernicus were installed, but that didn't work (they're not ORed, only the
last TryExec counts, it seems), and ultimately doesn't make sense.

So, the resolution for this is to fold the extra accessibility stuff into the
Desktop release at some stage in the future, when it all "Just Works". But for
now, we should leave this in.
