4866 changed nothing relating to hot-keys. Alt-O also shouldn't have anything to do with French keyboards, as it had been working previously. Please post your log.

Since the issue of the 0.11.0 version, it appears that the Alt+O is a real concern to many users using Windows (Vista or Seven) :

I found a trick that makes the Alt+O active :
1) open Stellarium
2) reduce it by pressing F11
3) maximize the window using the Windows square icon on the top right corner of the Stellarium window.
=> then Alt+O will be active.

Some users have said that disabling the advanced key setting (in the Region and langage setting configuration panel) may fix the issue.

Ocular Popup Menu does not open with CNTL+O and ALT+O does not expand Ocular Popup Menu in Full Screen Mode.

I have updated my video drivers to latest available - still does not work.

I have installed a program called WinSize V1.6 which forces programs to run in a preset size and location on the desktop and when setting WinSize to run Stellarium 1 pixell less than full screen mode (1280x767) the Stellarium Ocular Plugin works fine but it is not actually running in Full screen mode as WinSize is forcing it to run just 1 pixell smaller. This is however not a bad workaround at present as this setup seems to work quite well.
