XEmacs is uninstallable due to libtiff3g

Bug Description

I tried to use Emacs, I really did. But when you get lisp errors when trying to
save a file, it's really hard to work.

So I added universe to my sources and tried installing xemacs21... but it
failed. xemacs21-nomule (eg) depends on libtiff3g, which doesn't exist in ubuntu.

As of last night, it was uninstallable because xemcas21-packages was FTBFS,
missing build-depends. That issue was resolved in debian already, and a similar
fix was applied to warty.
