[panel] Opening a menu and closing it by clicking it again after having left the panel causes the menu to disappear

Bug Description
Steps to reproduce:
1. Hover the panel with the mouse (the menubar appears)
2. Click on any menu in the menubar
3. Move the mouse so that the mouse is outside the panel but the menu is still opened (go to any submenu for example)
4. Move the mouse to be over the same menu in the panel and click on it
Current result
The menubar disappears.
Expected result
The menu closes but the menubar stays.
