[FFe] Please add python-novaclient to universe

Bug Description

python-novaclient is the Python client library for interacting, through the OpenStack API, with OpenStack Nova. Since it is used in build-time tests, it will become a dependency of nova itself.

Adding it in Universe for Natty will allow us to enable those tests at build-time and provide a consistent experience for the Nova user in Natty.

The package is currently available at https://launchpad.net/~ttx/+archive/ppa and will be uploaded to Natty NEW if this exception is granted. Thanks for your consideration.
