Re-add libtdb-dev to Build-Depends

Bug Description

In the recent upload of libcanberra to natty (0.28-0ubuntu2) tdb-dev got dropped from Build-Depends but as configure still looks for it, libcanberra FTBFS now.

(Re-)Adding libtdb-dev (tdb-dev is a transitional package) to Build-Depends fixes it.
