"Find More Apps" shows only six applications by default

Bug Description

When a user first enters a Dash lens (before they perform a search) several Dash category headers are missing.

Desires resolution:

When a user goes to a Dash lens the following category headers should always be displayed (this includes displaying all the headers before the user has performed a search)

App Lens:
- Most Frequently Used (collapsed by default. On a fresh install this option won't appear until the user has used at least 6 different applications)
- Installed (collapsed by default)
- Apps Available for Download (collapsed default - only visible if a internet connection is available)

File Lens:
- Recent (collapsed by default)
- Downloads (collapsed by default)
- Folders (expanded by default)

u-p-a now selects 6 random apps (from the current category) and displays them under Apps Available for Download
