Re-installation of already generated packages fails

Bug Description

Packager tries not to repeat operations that have already been done using doit under the hood.

For example, when .deb packages have been generated, it doesn't generated them again unless something in the source code has changed. Similarly, it doesn't install packages again unless a new .deb files has been generated.

This is a problem if package was installed and after that removed. Packager should install a package even if the source hasn't changed if the package isn't installed or the installed version doesn't match the one from the .deb file.

Alternatively, it would be also acceptable to always install the package (without generating again the file).
