Nautilus offers publishing files within shares while it's not allowed on the server

Bug Description
Currently in Nautilus you're offered to publish files, but the server rejects it and the user gets a cryptic message back.

TEST CASE:
Required to have a folder (with at least one file in it) that is shared with your Ubuntu One account (in ~/Ubuntu One/Shared With Me/)
1. Open ~/Ubuntu One/Shared With Me/Shared Folder Name
2. Right-click on the file and select the "Ubuntu One" menu
Result: "Publish" option available
Expected Result: No "Publish" option available

Since the server doesn't support this, we need to either disable the option in shares, or change the server behaviour.
