take rfkill out of wireless-tools

Bug Description

Binary package hint: wireless-tools

Prior to rfkill being available in its own source package, it was added to wireless-tools. This both creates an unnecessary delta from Debian and complicates maintenance (because a separate piece of code needs to be tracked).

rfkill's development sure isn't all that complicated and active, but I think it would make sense at this point to remove rfkill from wireless-tools and just use the rfkill source package.

This bug is only for removing rfkill from wireless-tools. Other bugs will be filed for the required MIR and seed changes.
