Section colours need to be unified

Bug Description

Every section of Launchpad (code, bugs, blueprints etc.) has a different set of colours. Now that we no longer explicitly tie these colours to the "tabs" in the navigation, the colours have lost a lot of their meaning and make Launchpad feel somewhat fragmented.

By have one set of colours for all sections, Launchpad will feel more unified and will take a big step away form the colour explosion that we currently have.

This should also have quite a few other positive affects on the overall user experience (like reducing the "is that a link?" game that we play when we don't know what different colours mean).

This will also permit us to delete the colour exceptions in the CSS. I believe this will fix bug 294267.
