empty doc directories

Bug Description

all binary packages besides upstart have an empty /usr/share/doc/$package/ directory. Vital information like copyright, changelog etc. is missing.

I use Kubuntu 6.10

I have 3 directories;

/usr/share/doc/upstart -> not empty
/usr/share/doc/upstart-logd -> empty
/usr/share/doc/upstart-compat-sysv -> empty

The binary packages are: upstart, upstart-logd, upstart-compat-sysv,
system-services, startup-tasks. Combined with what I said in my bug
report this makes:

/usr/share/doc/upstart -> not empty
/usr/share/doc/upstart-logd -> empty
/usr/share/doc/upstart-compat-sysv -> empty
/usr/share/doc/system-services -> empty
/usr/share/doc/startup-tasks -> empty

Upgrade problem.

In the package these are all symlinks to /usr/share/doc/upstart, however dpkg sucks and just left the old directories there.
