Cobbler references init scripts in /etc/rc.d/init.d

Bug Description

Binary package hint: cobbler

The module sync_post_restart_services.py and action_check assume that init
scripts are located in /etc/rc.d/init.d. This is the normal layout on RedHat systems and does not work Ubuntu/Debian systems.
Also currently the cobbler sync calls service restart, when a reload is sufficient.
