Provide a way for GtkImage objects to use FDO name fallbacks

Bug Description

There should be a way to easily tell a GtkImage to use FDO image name fallbacks. There was a recently applied patch to GTK3 that could be used:

  http://git.gnome.org/browse/gtk+/commit/?id=714d9bc4078898bfb9513e5e17c2bb3c935eef5f

This makes it so that you can then set the property "use-fallback" to TRUE and the image will be rendered using the fallback capability.
