region subtag of language are not being set accordantly

2 Steps to replicate:
2.1 Make a fresh install with language to be set to whatever one, like Chinese, English, French.
2.2 Check the locale by running locale under terminal after installation finished and boot into the system
2.3 Run language-selector to choose another language besides the one you've chosen during installation.
2.4 Reboot and check the locale again.
Here, my experience was:
Choose Simplified Chinese as default language during installation, every entries of locale have been set as zh_CN.UTF-8, then I choose Traditional Chinese as my language via Language-selector, installed needed language packages, and reboot. Run locale under terminal, result will be given that every entries have been set as zh_TW.utf8. The UI of every applications has been displayed into Traditional Chinese, it looks fine, but when I was trying to ssh log into a remote machine, its locales has been set as en_US.UTF-8, I found that Chinese characters can't be rendered correctly, every characters are being rendered as "?" now. did a try by using ssh -v, it indcates that LC_MESSAGES/LANG = zh_TW.utf8 were sending to remote machine. Actually, I have no problem with my own laptop which is en_US.UTF-8 or any other system that locale being set as UTF-8 to get Chinese characters displayed correctly.

* I don't quite understand the title of this bug report. 'zh_TW.utf8'
sounds correct to me.
* Do you think it may be the same issue as is discussed at /lists. ubuntu. com/archives/ ubuntu- desktop/ 2010-December/ 002722. html,

i.e. there is no 'zh_TW.utf8' locale on the remote machine, why its
locale settings gets changed to 'C' or 'POSIX'?
* Please let us know the output of the 'locale' command on the remote
machine.
