Bug Description
I would like to extend the functionality of the logging plugin to allow specific channels to be logged or not logged.

lp:~stefanor/ibid/logfile-visibility-567576 allows one to control which channels have *public* logs. We should probably use a similar mechanism to determine which channels are logged.
