Bug Description

I think innodb_thread_concurrency_timer_based.patch should be removed from 5.5.

It is not used, and we should use what is available in 5.5

I still think it may be needed for specific architecture/workload in future.
(contention problem in mysqld was solved. so if something special contention in InnoDB exists still, the function may be needed more than 5.1/5.4 cases for the situation which needs this function)

It is not so complicated function. remaining the patch is not so problem for me.
