Maverick.
Yelp's home page is the Ubuntu Help Center.
On its left (left-to-right langs) is a set of links to topics. Each link is supposed to be translated. And, each topic, when clicked, is supposed to be translated.
"Assistive Tools" link and topic display in English when launched in zh_CN locale with language-

This link is installed by gnome-user-

That file ^^^ is the actual omf file that yelp uses to find the path to the localized Assistive Tools topic file.

I also tested fr_FR with the same results, so my guess is this is a systemic issue.

Ah, I see the problem. Due to the rather weird way how static translations are retrieved from Soyuz, we currently only get GNOME help translations for packages which actually built in the respective release. gnome-user-guide was built last in lucid, thus maverick's and natty's language packs don't have translations from it.
Once this is fixed in langpack-o-matic, the next complete (including -base) langpack update will have this fixed. I'll add a representative language pack task to track this (using -zh, as it's the one that Kyle is most interested in).
