export plugin/module headers and stable api

Bug Description

now that we have runtime loadable modules, it would be nice to have a stable plugin api; with that we could export the headers and allow plugins to be written outside of the ntrack source tree.

ntrack-arch.h kind of defines a set of symbols that could be used to start such an API.

I don't understand what a stable API would mean. Maybe I should rather reflect the fact that API can change by making the modules directory versioned.
