[wrap-and-sort] add an option to sort binary package sections in debian/control

Please also add an option to keep the first binary package at the top (e.g. --keep-first), because the first binary package may be treated special.

This bug was fixed in the package ubuntu-dev-tools - 0.107

      apt keyring). Complain if the target's keyring isn't installed.
  * Use dpkg-vendor in ubuntutools.misc.system_distribution(), cache result.
