Saying no to an install with severe bugs does not actually stop the install from happening

Bug Description
As you can see from the dpkg run below, I said no to the install, but the package still installed. I have verified that the latest package is in fact installed and this is not just a dpkg display issue.

Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering is this still an issue for you? Can you try with latest Ubuntu release?
I can't reproduce this in Intrepid.
