Boolean options in config file require a value while command line does not

Bug Description

A boolean option, like transaction-log.enable, does not take a value on the command line, but if given in a configuration file, it needs a 'true' or 'false' value.

Example command line usage: sbin/drizzled --transaction-log.enable

Example config file usage: transaction-log.enable=true
