Accompany bug listing with list of tags used in those bugs

Bug Description

Split off from bug 66567:

Any bug listing should have a list of related tags, i.e. the tags associated with any of those bug reports. That way the list can easily be filtered by tag, without including many links that won't change the list at all.

If this is done for search result listings, it depends on fixing bug 66839, so that tag filtering can be added to existing searches.

The envisioned use case is the following:

David is a developer of Houston, a large web application. He works on the vcs-integration subsystem and usually only looks at the list of Houston bugs that have the houston-vcs tag. To view only the UI bugs that relates to vcs-integration, he only needs to do a single click on the "houston-vcs" tag. That sends him to the list of Houston bugs that have both the houston-vcs and ui tags.

Any resemblance with existing persons on projects is purely coincidental.

I suspect we want a tag for facet based search - a lot of things centre around our lack of that feature

While that this is a little different to the current feature of showing tags for bugs, I think we can close this - you can click on a tag to jump to the list of tags (for the bugs context, but there is a separate bug open about that). We could look at changing the global tags list to be filtered by the current bug search; I think what we have is pretty usable though and we'd want a strong reason to use more UI space up with a separate unified list of tags (not to mention the cost of calculating such a list over the 500K ubuntu bugs)
