Process-death-row taking a Very Long Time with PG8.4

Bug Description

The queries its running are taking so long that the connection reaper cuts it off at the neck. It was then discovered that the _collectCondemned() function is unnecessarily joining to sourcepackagerelease and binarypackagerelease when it calculates the packages to consider for deletion. PG 8.4 doesn't cope with this in the same way that 8.3 did.
