rename tests with redundant name prefixes

Bug Description
there are several tests with redundant name prefixes (suite name is also in the test name) These should have the suite name prefix removed from their test name. (don't forget to rename the test and the result file and any associated -mater.opt files...)
All tests in suite/tamil and suite/jp, plus:
rot13.rot13_basic
myisam.myisam-blob
myisam.
memory.heap (rename to memory.basic)
memory.* (remove heap prefix)
csv.csv (rename to csv.basic)
csv.*
blitzdb.*
archive.archive (rename to archive.engine)
archive.*
Note, do _not_ rename the tests in transaction_log - those tests are actually testing the log file.
