FFe: python3 related updates for maverick

Confirmed means the release team has approved it. Please don't confirm freeze exceptions if you aren't on the release team.

What is the particular change here?

Matthias says on IRC that this concerns changing the default install location to /usr/lib/python3/dist-packages (from /usr/lib/python3.1/dist-packages) and adding dh_python3. The latter change has about zero regression potential, and the former seems important to not pile up too many packages with an obsolete installation path, so I agree that this should get into Maverick now. Approved.

This bug was fixed in the package python3-defaults - 3.1.3-3ubuntu5~really3.1.2
