Bug Description
The buildfarm jobs that generate templates for us are being starved by higher-priority build jobs. According to bigjools these are mostly PPA jobs at priority 2505.
We need to raise the priority to 2505 or higher. Higher would be acceptable because our template jobs are quite fast in comparison and won't starve them.
