[Maverick] Move keyboard layouts out of the submenu

Bug Description

Binary package hint: gnome-settings-daemon

Right now, the layout is:

Groups
-- Layout1
-- Layout2
--------
Keyboard settings
Show current layout

I suggest that instead the submenu is removed, and its subitems are moved to the main menu, to reduce the number of clicks needed to change the layout now that double-clicking the indicator no longer works.

    - keyboard indicator does not react to layout changes (lp: #531290)
