Bug Description
Bug #376388 was about running bzr under sudo and having files owned by root created.
Our test suite can't be run as root for various reasons I haven't investigated in a long time, but from memory at least some tests
fail there because we rely on some failure modes from the file system which do not occur for root.
We have some code (copy_ownership) that can only be run as root but we don't have the corresponding test suite.
