currently and at least since last night, when i go to https://bugs.launchpad.net/ubuntu i get:

Timeout error
Sorry, something just went wrong in Launchpad.

We’ve recorded what happened, and we’ll fix it as soon as possible. Apologies for the inconvenience.

Trying again in a couple of minutes might work.

i asked on #ubuntu and at least one other person sees the same thing.

I have had the same issue last night, but seems to be a temporary problem.
Today I'm not experiencing the timeout error.

I've been getting this regularly for the past week or so (hence bug 590751).
