Bug Description

When calling »quickly package«, it generates a new debian/changelog entry every time, containing only »* New release.«. When doing some packaging testing before uploading the package to a PPA, this generates a lot of noise. Instead, it should only update the timestamp (as debchange does, if I remember correctly).

That's a little bit more complicated to be honest. it should create for me debian/changelog only if it doesn't exist. The issue is that python-mkdebian make it everytime. I won't fix that for 0.4.3 as I have to update python-distutils-extra to take a --no-changelog option.

Made the changes on quickly also. (Needed to change p-d-e dependency
from 2.10/2.18 to 2.21)
