n-m-a should recommend mobile-broadband-provider-info

This seems sensible to me, it matches the definition of Recommends.

Unfortunately I cannot push to the branch, so I'm assinging this to Alex.

Assigning to myself, I will look into this after the Maverick release.

Hmm, perhaps it would be best to add it as a recommends to modemmanager instead, since it's what actually needs it, even if it's only really used by the clients. Just need to check whether network-manager-kde or the plasma-widget-networkmanagement packages do something special and different to get provider lists, just so it doesn't cause a useless package to be added for them.

So I fixed it directly in nm-applet code, dropped the m-b-p-i depends to a recommends.
