Exclude directories with "Cache Directory Tagging"

Bug Description

Please exclude directories with cache directory tags:
http://www.brynosaurus.com/cachedir/

While personally I think that it makes more sense for projects to use the XDG Base specifications and for all cache directories to be in the same place, some projects do use this specification and it would be great if these were not included in backups.

I think it would be great if there could be an --exclude-tagged-caches option (or an --include-tagged-caches if you think that the default should exclude them). Alternatively, some generic --exclude-caches/include-caches option could cover both these and the XDG_CACHE directory, which would be very handy.

According to the link above, tar already supports this with an --exclude-caches option.

While it is not a complete implementation, --exclude-if-present=CACHEDIR.TAG should achieve this.
(It would not check for the required ASCII text within the file.)
