Bug Description
Finish adding support for ZooKeeper into AppScale and test across the currently supported datastores. Current sub-tasks for this involve:
1) Begin by ensuring stability in a single-node configuration (need to also consider how to interface when HBase is used, since it has ZooKeeper as well).
2) Expand to multi-node configurations (keeping in mind how co-location will work).

Step (1) is complete and works over multi-node configurations. ZooKeeper runs on the DB Master only. Work is underway on (2).
