changelogs.ubuntu.com doesn't include commercial packages?

Commercial packages like realplay 10.0.7-0.0.0.5 do not appear to have their changelog on http://changelogs.ubuntu.com/. This came up because I there is a realplayer 10 update but no changelog is being listed in update-manager. Using synaptic it appears that the URI trying to be fetched is http://changelogs.ubuntu.com/changelogs/pool/main/r/realplay/realplay_10.0.7-0.0.0.5.ubuntu0.2/changelog and realplayer would have been installed from
http://archive.canonical.com/ubuntu dapper-commercial main
