I have this problem as well. Also it seems the copy option is not working.

This bug is definitely a regression from Karmic, which works fine. The bug also appears to be a remanifestation of 268957. The fix should be easy. See here for more info: https://bugs.launchpad.net/ubuntu/+source/vm-builder/+bug/268957

Is this going to be fixed and, if so, when?

I have this problem as well and the ec2- tools appear broken in lucid as well.

Consequently I, and presumably others, can't build specialized images.
