I've been hours trying to report an error on ubuntu, and always gives me the same error lauchpad, although with different id:

Even though this is a timeout, we have relatively few attempts to file a bug against Ubuntu without specifying a package. Also, this is not the recommended way to file a bug against Ubuntu.

The problem is that the dupe finder times out and offers the form to report a bug anyway; then the page times out when reporting the bug.

This is happening more frequently now, regardless of whether or not a package is specified. See OOPS-1577D1312, for example. There seem to be two issues -- a select on BugJob taking forever, and building the notifications for subscribers.
